Managing Benefits: Steve Jenner – the expert on Project Benefits Management


Benefits Management is a critical Project and Program discipline. And Steve Jenner is a leading proponent – the author of the Managing Benefits book and certification. Here, we discuss all things benefits.

Steve Jenner: Author of Managing Benefits

Steve Jenner started his career in the UK Civil Service, where he worked from the early 1980s to 2011, working in the Home Office and Cabinet Office, and as the Director of Criminal Justice IT, leading a £2bn Criminal Justice System IT Portfolio, and developing a formal approach to Portfolio & Benefits Management.

He went on to further develop Project Portfolio and Benefits Management for the Cabinet Office and then co-writing Management of Portfolios for OGC/Axelos, and acting as Chief Examiner for MoP until 2015.

More recently, Steve has been working with APMG. He wrote, and is Chief Examiner for, Managing Portfolios, which we discussed in an earlier video. But he also authored and is chief examiner for Managing Benefits, which went into its 3rd edition in 2024.

That’s why I wanted to speak with Steve about one of my favorite topics, Managing Benefits.

In the conversation, I put four main questions to Steve Jenner, about benefits management and his book, Managing Benefits.

  1. How do you define the term ‘Benefit’? And what is the scope of Managing Benefits?
  2. This book and certification, Managing Benefits, is a companion to Managing Portfolios, which Steve and I discussed last time we met. How does the discipline of benefits management fit into project, program, and portfolio management?
  3. We don’t have time to go into the details of all the methods and tools in Managing Benefits. But, I ask Steve to outline the process for Managing Benefits – the Benefits Management Cycle – that he uses in the book.
  4. What are some of the common pitfalls in managing benefits? And how can we set up benefits management to avoid them?
